The municipal budget for 2018 allocates 4.9 million for investments, 260% more than in the previous year when including the first works of European funds EDUSI (16/11/2017)

The plenary session today approved the municipal budget for 2017 amounting to 44,498,950.73 euros, 3.76 percent more than last year with the support of the Popular Party government team and the council not attached and the vote in against the Socialist groups, Citizens-C's and Win San Javier.

The Mayor José Miguel Luengo who presented the Budget before the Plenary session together with the Councilor for the Treasury, Carlos Albaladejo pointed out that this is an "upward and forward-looking, participatory, social and clearly investor" budget.

The budget for 2018 does not provide for the payment of the garbage fee, which has not been applied as planned in the second quarter of 2017 for a value of five euros per month with an annual collection of around two million euros.

The mayor explained that the good state of the municipal accounts, which obtained a surplus of 4.5 million euros in the previous year, "allows us to waive to apply this rate in 2018."

Investments

The investment chapter is the one that experiences the highest growth going from 1.9 million in 2017 to 4.9 million euros in 2018, due in part to the inclusion of part of the European funds obtained through the EDUSI Strategy, which is will allocate to the renovation of the Almansa Park, the Spanish Aviation Avenue, a Business Center, in Santiago de la Ribera, a Sustainable Urban Mobility Plan, and the eGovernment, with a contribution of European funds of 2.9 million euros in 2018 that are completed with a municipal contribution of 1.5 million euros.

The investment chapter also allocates a budget of 550,000 euros for the construction of a new building with gymnasium and multipurpose rooms in the municipal sports center "that is ready for bidding," said the mayor.

The rest of the investment effort is divided into the replacement of urban services, street furniture on municipal roads and streets, renovation of the municipal museum exhibition hall, improvements in the sanitation network, acquisition of beach machinery, and construction and renovation of parks, among others. .

Expenses

The councilman of Finance Carlos Albaladejo who defended the budget in the Plenary explained that the chapter of expenditure reflects a 2% growth in Personnel whose departure amounts to 18.7 million euros, in anticipation of a salary increase and the application of the agreement from the workers.

The current expenditure represents 45.6% of the total of the chapter of Expenditure with a heading of 20.2 million euros, to face, among others, a new contract that will include the ambulance service, first aid and Civil protection for which 1.1 million euros are destined

Albaladejo reported that a service for the maintenance of parks and gardens will also be hired for which 600,000 euros are allocated.

There is also a provision of 100,000 euros for pavements added to another of the same amount in the chapter on investments, in addition to other items for improvements in educational centers, bulletproof vests for local police, the Health Bank and Bank of Books, a game of 60,000 euros for training, trade and employment, 50,000 euros to launch the participatory budgets, and a game of 30,000 euros for events planned in 2018 to mark the 75th anniversary of the AGA, among others.

Income

The income chapter grows 3.7 percent, in line with the growth forecasts of the Spanish economy for 2018, despite renouncing the application of garbage rates, freezing municipal taxes and maintaining the tax credits approved in 2017 aimed largely at the commercial and business sector and also families, informed the mayor of Finance, Carlos Albaladejo that highlighted the success of these measures "that are serving as an example for other municipalities."

The revenues come in 62 percent of direct taxes, such as the IBI or vehicle tax that will contribute 27.6 million, indirect taxes that will amount to 570,000 euros, taxes and public prices with 6 million euros, and the contributions of 7 million from the State and 1.2 from the Autonomous Community that are used to maintain services such as Conservatory of Music, First Aid and Police.

Debt

Carlos Albaladejo reported that the long-term debt at the end of 2018 will be 13.5 million euros, below that of 2017 (13.7 million), despite having recourse to a loan of 1.5 million to face the municipal contribution of the EDUSI Strategy works, coinciding with the anticipated amortization capacity, so that the year will end with a level of indebtedness of 31.6 percent, far from the 75 percent allowed by law.

Grants and Subsidies

Albaladejo noted that the municipal budget of 2018 stands out for its social nature and noted that in addition to improving items for teaching, both in schools and grants and scholarships to students who reach 93,000 euros, or social services where the program stands out against the energetic poverty, the game of aid to groups and associations with a game of 800,000 euros of which 260,000 goes to associations of social aid is increased.

The rest is divided into cultural associations, sports, or agricultural "trying to collect and help all the neighbors who from the base work for the benefit of all."

The mayor of San Javier José Miguel Luengo stressed the investment nature of a budget "that grows and that invests thinking about the neighbors and how to improve their quality of life".

Luengo stressed that this is the most participatory budget because in addition to implementing the participatory budgets required a broad citizen participation prior to the approval of the projects that would be included in the EDUSI Strategy.

The Councilor for Finance, Carlos Albaladejo stressed, meanwhile, for the first time the municipal budget advances its approval to the month of November, as until now was done in December, "which guarantees us to start the new year with the new budget and be able to start the planned investments as soon as possible ".
