The Plenary rejects the statements of Pedro Sánchez against the transfers (10/05/2018)

The Plenary of the City of San Javier today expressed its rejection of the statements made by the Secretary General of the Socialist Party, Pedro Sanchez, against the transfers through a motion presented by the Popular group that had the favorable vote of the councilor not ascribed, the abstention of Citizens-C's and Win San Javier and the vote against the Socialist group.

The motion includes the manifest support of the City of San Javier to the Tajo-Segura Transfer "source and engine of development of the Levant of Spain," said the mayor of Agriculture, Sergio Martinez, who rejected desalination as the only alternative for farmers.

Prior to the approval of the motion, an addition and substitution amendment submitted by the Socialist group that was rejected with the vote against the Popular group and the abstention of the rest of the municipal political groups in which it was requested to withdraw the referred point one, was discussed. to the rejection of the declarations of the General Secretary of the Socialist Party of the original motion, for understanding that they were rectified in subsequent statements.

The amendment called for replacing the aforementioned point with others requesting a Regional Water Pact, more investments to start up all existing desalination plants, and promote desalination, coinciding, finally, with the support for the Tajo-Segura Transfer.

Motion in favor of almost zero energy consumption in public buildings

The Plenary approved a motion presented by the Socialists group with the favorable votes of Citizens-C's, Win San Javier and the non-attached councilor and the abstention of the Popular group in which it is urged to comply with the binding European directive, from 31 December 2018, to member states that new publicly owned buildings are buildings with almost zero energy consumption.

The text includes a requirement to the regional government to expose the energy labels of public buildings and encourage investment in energy efficiency, design new public buildings with almost zero energy consumption, and create an interdepartmental commission to develop a comprehensive plan for energy rehabilitation of all public buildings.

The Councilor for Public Services, María Dolores Ruiz justified the abstention of her group "because in the City of San Javier we have already done a lot of this work and we are moving forward".

Ruiz recalled that in the current legislature the first energy audits of public buildings have been made with which the City of San Javier has through agreements with the Institute of Development, which have allowed action on improvement as the replacement of the Gas boiler in the heated pool, among others.

The mayor recalled the upcoming renovation of public lighting by another more efficient with European aid and loans such as the 4.7 million euros from the European Investment Bank, which will mean significant energy and economic savings for the municipoi.

María Dolores Ruiz, also reminded that the municipal buildings already have the visible energy label and are responsible for the carbon footprint test.

Motion in favor of reverse vending machines for recycling promotion

The third motion approved by the Plenary, presented by the group Citizens-C's that had the favorable votes of Win San Javier and the non-attached councilor and the abstention of the Socialist group and the Popular group, shows the support of the City of San Javier to use of systems that improve and enhance the selective collection of waste and recycling through reverse vending machines that encourage the person who recycles through commercial discounts or cash.

The motion includes the feasibility study of the use of this method in the municipality.

The Councilor for Public Services, María Dolores Ruiz highlighted the good health of recycling in the municipality, which last year obtained a refund of 80,000 euros for recycled containers, equivalent to the start-up of 3 new playgrounds, and 4,500 euros in campaigns of awareness, through the agreement with the manager Ecoembes.

Ruiz said that in 2017, 9.27 kilos of light containers were collected per inhabitant, 10.9% more than the previous year.

The paper and cardboard is maintained at 13.3 kilos per inhabitants.

The mayor said that the reverse vending system does not support all types of packaging, which would increase user confusion and require another parallel system.

The technical issues of this type of machines and the collateral effects of the economic incentive system also conditioned the abstention of the Socialist group.

The Plenary debated without approving a motion on the intermodality of the bicycle and the use of the electric bicycle

The Plenary rejected a motion presented by the Socialist group on the intermodality of the bicycle in the municipality after a tie, with the votes in favor of the Socialist groups, Citizens-C's and Win San Javier, the abstention of the council not attached and in against the Popular group that was resolved with the quality vote of the mayor president of the Plenary.

The motion asked the Government of Spain to include the electric bicycle in the Movea Plan, reduced VAT for conventional and electric bicycles, remodeling and construction of new bicycle lanes in the municipality and the modification of the Road Safety Law.

The mayor of transport, Antonio Martinez justified the vote of the Popular group, in the Government, because intermodality is already in force in the municipality with both sea and land transport companies, agreed with the City Council, which allow transporting bicycles.

He also stressed the City Council's commitment to the use of bicycles in the Urban Mobility Plan, which is pending bidding included in the DUSI Plan, whose main objective is to reduce polluting means by promoting collective and individual non-polluting transport , as is the use of the bicycle.

The mayor also highlighted the General Plan of Urban Planning that bets, in the same sense, for a non-polluting mobility in the link of new developments.

The Plenary was held with two absences in the Municipal Corporation, Mayor José Miguel Luengo, who was out of town for agenda reasons and was replaced in the presidency by the First Deputy Mayor, Teresa Foncuberta, and the councilor spokesperson for the group Win San Javier, Matías Cantabella.
