The San Javier City Council suspends its summer festivals and announces fiscal advantages for the Coronavirus crisis (26/03/2020)

The mayor, José Miguel Luengo announces the creation of the contingency item "COVID-19 San Javier" and tax advantages for families, SMEs and other people harmed by the economic situation created by the health crisis of the Coronavirus COVID-19.

The San Javier City Council has decided to suspend the San Javier International Jazz Festival, scheduled for next July, along with the rest of previous festivals such as the International Folklore Festival, the Imagina youth art festival, Amateur Theater Festival " Francisco Rubio ", the" Hot Rally "event, the Outlet Fair and the first AIRWEEK that consisted of different aeronautical events such as hot air balloons on the beach and air shows.

In the next few days, the viability or not of the International Theater, Music and Dance Festival scheduled for August will be reported.

In his daily speech on networks about the evolution of the Coronavirus in the municipality, the mayor of San Javier, José Miguel Luengo explained that "it is a difficult decision with which the City of San Javier is anticipating a situation that will also be very complicated economically. "

In this sense, he announced the creation of a contingency game "that would facilitate meeting the needs and social protection of our neighbors."

Accompanied by the councilors of Finance, Héctor Verdú and Culture, David Martínez, José Miguel Luengo added that the decision to suspend the next massive events scheduled by the City Council is also based on the uncertainty transferred by scientists about the health situation in the coming months.

Situation that clashes with the administrative needs "of a management of festivals that is internal and would require the effort of the municipal officials who are currently teleworking and whose effort should be directed exclusively to overcome the current situation as soon as possible".

However, the mayor has stressed that if the health situation improves, specific events could be contracted when the situation allows it to help counteract the economic impact on the municipality's tourism sector, although, he admitted, "the complexity of the programming of these festivals, which they are of internal management, it is not a priority in these difficult moments where we have to use municipal resources for other types of management. "

"For all these reasons, we have decided to exceptionally suspend the upcoming festivals in line with other measures of economic support for the citizens," announced the mayor, José Miguel Luengo, who thanked the opposition groups for their collaboration in this regard. presentation of their proposals for economic support to the residents who, together with those of the government team, have been studied for their viability with the municipal technicians. "

Luengo announced that in the April Plenary there will be a downward modification of the municipal budget that, according to the mayor of the Treasury, Héctor Verdú will contemplate a reduction of income of 3 million euros to increase the liquidity of families and companies through the following measures:

- The suspension of the garbage rate, which was scheduled for this year, will represent an injection of liquidity since the 2 million that was planned to be raised will remain in the pockets of families and companies.

- There will be no rise in the water bill.

The City Council will not pass on to users the increase in the price of water made in 2019 by the Commonwealth of the Canals of Taibilla, which will be assumed by the City of San Javier itself.

- 100% discount on the rate of occupation of public roads for chairs and tables for the hospitality sector for the whole year.

Having already paid this fee, the hoteliers may request a refund.

-Rate of entry of vehicles through roads and public sidewalks.

- Administrative concessions: the kiosks, cafeterias, may request the return of the proportional part of the receipt that corresponds to the period of the state of alarm, that is, from March 14.

- They may request the refund of the proportional part of the fees and public prices paid and not enjoyed during the period of the state of alarm regarding sports, cultural, conservatory and music school activities.

- Regarding the weekly markets of El Mirador, San Javier, La Ribera and La Manga.

They may request the return of the proportional part of the receipt included during the alert period.

- Facilitation of deferment and fractionation of municipal taxes such as IBI or Tax on Mechanical Traction Vehicles eliminating the minimum of 600 euros of debt contemplated so far, so there will be no minimum to be able to split in two, three or six months, nor for deferment of payment.

At the moment the maximum term for the payment of both taxes that ends on October 21 is maintained.

Héctor Verdú reported that an effort to streamline payment to suppliers to facilitate the liquidity of SMEs is added to these measures and announced that at the same time it will continue to study other types of measures that could be incorporated into those already adopted according to the evolution of the situation.

The Councilor for Culture, David Martínez acknowledged that the suspension of the Festivals "has been a very painful decision" and recalled the months of previous work that they entail.

David Martínez placed the decision in "the difficult times we are experiencing that require extraordinary measures."

Martínez added that "as far as possible and if the situation allows it when the time comes, specific shows will be scheduled that involve less organizational complexity in the administrative area."

The mayor of Culture added that currently the possible cancellation of the Theater, Music and Dance Festival that is celebrated in August is being studied.

The cancellation of some artistic tours, which are already taking place, are not an ally for the future edition of the San Javier summer festivals, David Martínez recalled.

José Miguel Luengo concluded that the situation requires extraordinary measures in all directions that are adopted with the conviction that they will be useful to accompany and protect the residents as much as the municipal powers allow us, as well as to help overcome as soon as possible and with guarantees, this situation from which we will only emerge through the collaboration and loyalty of all administrations and the entire society as a whole.
