The Plenary endorses the Pact Relaunches San Javier with a motion that unites all groups except VOX (21/05/2020)

The Plenary approved the modification of several ordinances to activate fiscal measures included in the Relanza Pact such as the exemption of the terrace rate for 2020 and 2021 and the reduction of the Construction, Installations and Works Tax until July 2021 The consequences of COVID-19 have marked the second telematic plenary session of the City of San Javier, which has endorsed in the form of a motion the Pact Relaunches San Javier, which includes 65 measures to support the recovery of the municipality due to the consequences of the pandemic that they mobilize 3.5 million euros from the municipal accounts.

The motion on the Pact was approved with the votes of the Popular group in the government and the opposition groups: PSOE, Ciudadanos-C's and Grupo Mixto Unidas Podemos, which had previously signed the agreement.

VOX, which refused to sign the Pact, has abstained in the plenary vote to which it presented a motion with its own measures, which was rejected by the other groups.All the spokesmen agreed to reproach VOX for having lost an opportunity before the residents of San Javier for not having signed an agreement for which all claimed to have taken into account the general interest of the neighbors over partisan issues. Today's plenary took another step towards the implementation of some of the fiscal measures announced in the Relaunch San Javier Pact, such as the unanimous approval of the modification of the ordinance that regulates the Construction, Installations and Works Tax (ICIO) by which the tax rate is reduced, which will go from 3.5 to 2.5 until July 31, 2021 with the aim of promoting economic and social activity.

The Plenary also unanimously approved the exemption from the payment of fees for occupation of the public highway, applicable to the terraces of hotels, until December 31, 2021.

The measure that is also extended for the next year aims to alleviate the burden Prosecutor in the hospitality sector that has been seriously affected by social confinement, explained the mayor of the Treasury, Héctor Verdú. The plenary session held today also unanimously ruled on the proposal presented by the Councilor for Finance to request the delegation of the inspection authority of the Economic Activities Tax (IAE) as a formal requirement prior to the granting of this delegation by the Administration State tax to the City of San Javier.

Verdú pointed out that the assumption of the inspection work by the municipal services will improve the results due to the proximity of the San Javier City Council with the taxpayers.

Verdú announced that this measure is part of an inspection plan included in the economic-financial plan for the years 2020 and 2021, which was also approved by today's plenary session with the votes in favor of the Popular group and the abstention of the rest. The mayor of the Treasury explained that the expenses incurred in the last quarter of 2019 to face the consequences of the DANAS of September and December and the reduction of income derived from the capital gains resources, caused a deficit in the accounts for that year therefore, an economic and financial plan is launched, backed by the municipal intervention services, which guarantees compliance with the spending rule and the principle of budgetary stability in the next two years. The Councilor for Finance explained that the Economic Plan does not affect the services offered by the City Council to citizens or the Personnel chapter, but rather that the corrective measures will focus on the Implementation of an Inspection Plan, the implementation of garbage rates and update of water rates in 2021, since this year they have stopped charging to inject liquidity into the population, along with the forecast of an increase in transfers from other administrations such as the aid promised to face the repairs caused by the DANAS, which have not yet been received, as well as by COVID19, which will alleviate the expected decrease in municipal revenues during 2020.
